Electrical safety training for unqualified workers is awareness-level instruction that teaches employees who are not qualified electrical workers how to recognize and avoid electrical hazards near their work. OSHA requires this training under 29 CFR 1910.332 for any employee exposed to electric shock risk, including maintenance staff, supervisors, and general industry workers. NFPA 70E Article 110.4(A)(2) sets parallel training requirements for unqualified persons. The goal is not to teach electrical work. It is to keep people who work around electricity from getting hurt by it.

This distinction matters more than most employers realize. Between 2011 and 2024, 70% of all workplace electrical fatalities occurred in non-electrical occupations, according to data from the Electrical Safety Foundation International (ESFI) compiled from OSHA and the Bureau of Labor Statistics (ESFI). In other words, the workers dying from electricity are overwhelmingly the ones who were never trained to handle it.

Why Non-Electricians Need Electrical Safety Training

Electricity gives no warning. It has no smell, no sound until it is too late, and often no second chance. A maintenance technician resetting a breaker, a forklift operator near an overhead line, or a custodian using a frayed extension cord can all be exposed to lethal voltage without ever touching a wire on purpose.

 

The data reflects this. There were 1,654 electrical fatalities in U.S. workplaces between 2011 and 2024, averaging roughly 150 deaths per year (ESFI). Overhead power line contact alone accounts for 57% of fatalities in non-electrical occupations, and many of those incidents happened when the line was plainly visible (ESFI). The hazard was not hidden. The hazard awareness was.

 

That is the case for awareness training in a sentence: most electrical deaths involve well-understood hazards that the victim was simply never taught to recognize.

What OSHA Requires: Table S-4 and 1910.332

OSHA’s electrical safety-related work practices live in 29 CFR 1910.331 through 1910.335. The training requirements specifically sit in 1910.332.

 

Under 1910.332(a), any employee who faces a risk of electric shock not reduced to a safe level by the installation requirements must be trained (OSHA). OSHA then points to Table S-4, a list of occupations presumed to face that risk. Table S-4 includes blue collar supervisors, electrical and electronic equipment assemblers, electrical and electronic technicians, electricians, industrial machine operators, and stationary engineers, among others.

 

Two things about Table S-4 trip employers up:

 

First, the list is not exhaustive. OSHA explicitly states that other employees who may reasonably face comparable shock risk must also be trained (OSHA). You cannot avoid training someone just because their job title is missing from the table. Employers are required to evaluate their own workplace and identify everyone exposed.

 

Second, being on Table S-4 does not make someone a qualified person. Many workers on that list are unqualified persons who need awareness-level training, not the full qualified-person curriculum. Qualified vs. Unqualified Persons

A qualified person has training in the skills and techniques to distinguish exposed live parts, determine nominal voltage, and maintain safe clearance distances (OSHA). NFPA 70E Article 100 adds to this definition: a qualified person is someone who has demonstrated the skills and knowledge related to the construction and operation of electrical equipment and can identify and avoid the hazards involved. NFPA 70E and OSHA both reserve work on or near exposed energized parts for these workers.

An unqualified person is, by NFPA 70E’s definition, simply a person who is not qualified. These workers have little or no training in avoiding electrical hazards on energized parts, and they are prohibited from performing energized electrical work.

Electrical safety training for non-electricians is built for that second group. Under 1910.332(b)(2), unqualified persons must be trained in and familiar with any electrically related safety practices necessary for their safety (OSHA Training). They learn to recognize hazards and stay clear, not to work on circuits.

Who Needs Awareness-Level Electrical Safety Training

Awareness-level training covers a far broader workforce than most safety programs assume. 

 

Common Audiences Include

Electrical engineers and other engineers at your facility that may have exposure to electrical hazards

 

Maintenance staff. General maintenance workers and mechanics often operate near panels, motors, and equipment that may be energized, even though they are not expected to perform electrical repairs. They need to know where the boundaries are.

 

Supervisors. Blue collar supervisors appear directly in Table S-4. A supervisor who directs work near electrical hazards must understand those hazards well enough to keep their crew clear, even if they never touch the equipment themselves.

 

General industry workers. Machine operators, assemblers, custodial staff, warehouse workers, and equipment operators frequently work in environments with electrical exposure. Forklift and crane operators face overhead line risk. Anyone using extension cords or power tools needs basic cord and GFCI awareness.

 

Office and facility personnel. Even employees with limited exposure benefit from foundational awareness, particularly around damaged equipment, overloaded circuits, and what to do in an electrical emergency.

 

The unifying principle: if a worker could reasonably encounter an electrical hazard, OSHA expects them trained to the degree that the risk demands.

What Awareness-Level Training Should Cover

The degree of training, per 1910.332(c), is determined by the risk to the employee, and it can be delivered as classroom or on-the-job instruction (OSHA). A solid awareness curriculum for non-electricians generally includes:

 

  • Electrical hazard fundamentals. The three primary hazards: shock, arc flash, and arc blast, and how each causes injury.
  • Hazard recognition. Identifying exposed live parts, damaged cords, overloaded circuits, missing covers, and overhead power lines.
  • Approach boundaries. Understanding that unqualified persons must keep a safe distance from energized equipment and never cross into a qualified person’s work zone.
  • Safe work practices. No daisy-chaining power strips, no using damaged equipment, inspecting tools before use, and proper GFCI use.
  • Emergency response. What to do if a coworker contacts electricity, including not becoming a second victim.
  • When to stop and report. Recognizing unsafe conditions and escalating to a qualified person or safety officer rather than attempting a fix.

 

A useful mental model taught in many programs: water and electricity do not mix, never use damaged equipment, plan and analyze the task before starting, and ask questions when unsure (University of Alabama Huntsville OEHS).

 

How Often Is Retraining Required?

OSHA’s 1910.332 does not set a fixed calendar interval for retraining non-electricians. Instead, training must be adequate for the employee’s actual exposure, and many employers align refresher cycles with related standards or vendor recommendations, commonly every one to three years. Retraining is also warranted whenever job duties change, new hazards are introduced, or an incident or audit reveals a gap in safe work practices.
