Lee Hale of Davenport , Iowa, is a principle member of the NFPA 70E committee with 32 years experience in electrical safety, engineering, and construction. He is also a member of two UL standard technical panels.
In his over 30 year career at Alcoa, Lee served as the electrical maintenance manager at their Davenport, IA aluminum rolling facility. Davenport Works is = the largest aluminum rolling facility in the world. He authored Alcoa’s electrical arc flash engineering standard and twelve other electrical engineering standards. From 1992 - 2005), he served as the corporate engineering standards chairman. Lee received the Arthur Vining Davis Award for Technical Excellent for his work on a 100” mill modernization at Davenport Works. This milestone was one of fifteen such projects completed in Alcoa’s history.
Throughout his career, Lee was instrumental in the development of Alcoa’s electrical safety program – a pioneering program nationally recognized. Lee was principle in developing Davenport Work’s electrical safety program. While there he implemented the FR clothing program and managed the electrical safety training programs. For the Alcoa Manufactured Products (AMP), he conducted required training for both low and high voltages and audited the electrical safety programs at the facilities. He also acted as a consultant on arc flash hazard matters. For Alcoa Corporate, Lee served on the international electrical safety committee, the FR clothing standards team and the arc-resistant motor control center team. This last item resulted in the first commercially available Arc-resistant Motor Control Center in the United States.
In addition, Lee has consulted on electrical arc flash safety for Closure Systems International and was the industry representative at the 3M Company High Voltage Technology Symposiums in 1992, 1994, and 1996. He is also an OSHA competent high voltage instructor for 1910.269, lockout/tag-out and electrical safety.
As his expertise in electrical safety, with a focus on arc flash issues grew, Lee was requested as a speaker numerous times by the NFPA Research Foundation, John Deere, Monsanto, Cargill, International Paper, Closure Systems International, QC Associated Employers, NECA, the IBEW and others. He started his career as an IBEW electrician and brings a hands-on perspective to his work and teaching experiences.
